I for one operate off of Win98 SE as well as Linux, however I've gotten quite fond of the (relatively) no-nonsense approach of TextPad.
Then again, there's ActiveState's Komodo, which was built specificaly for Perl/TCL/TK and a few other languages they ported to Win32. Editors have been discussed many times; everyone has their favorite. You can easily find other discussions through the search. My code doesn't have bugs, it just develops random features.
