Try adding a path, like this: 
new CGI::Cookie(-name => 'name',
                -value=> $cgi->param('name'),
                -expires => 'Thu, 26-Sep-2002 00:00:00 GMT',
                -domain => 'students.cs.byu.edu',
                -path => '/'
                )
