Additionally if there are 1 billion active SSN's out there, then the 1 billonth would be alphanumeric 00a-000-0000
SSNs are not assigned sequentially, and certain digit sequences are considered invalid. The first three digits indicate in what state or administrative region the SSN was assigned, and the next two indicate in what group it was assigned. Here is an explanation.
