With PPM I see: 
PPM> search win32::shell
Packages available from http://ppm.ActiveState.com/cgibin/PPM/ppmserve

So you can install it writing: 
PPM>install Win32-Shell

Another way is:
  • to download the zip file from:
    http://www.activestate.com/PPMPackages/zips/6xx-builds-only/Win32-Shell.zip
  • unpack it into a directory
  • from a DOS shell cd into the directory, write: ppm install --location=. Win32-Shell

    • Replies are listed 'Best First'.
