I am kinda disappointed with the new documentation too. I prefer the HTML one that shipped before 6.30. You can get old docs anyway installing an ActivePerl::HTML.

I'm also experiencing what you say: this new HTML Help documentation doesn't upgrade with new installed modules: that's kinda strange and a good step back definitely (or maybe just an installation bug?).

Update: data64 beat me on time, so i update the package to install.
