Glad that you managed to successfully build Perl on Windows. Don't know what you did, but, FYI, the release notes for Strawberry Perl include all the compile settings and a list of the tools versions used (gcc, make, etc). Also, perldist_strawberry is the script used by Strawberry Perl to build new versions of Strawberry Perl.
