in reply to Blowing smoke tests

If you look at the error message of this report for perl 5.22 http://www.cpantesters.org/cpan/report/0fe4cebc-ba81-11e8-8adf-d931f47900cc you will see that it's running perl 5.20:
# Can't locate Getopt/Args.pm in @INC (you may need to install the Get +opt::Args module) (@INC contains: .... /etc/perl /usr/local/lib/x86_6 +4-linux-gnu/perl/5.20.2 /usr/local/share/perl/5.20.2 /usr/lib/x86_64- +linux-gnu/perl5/5.20 /usr/share/perl5 /usr/lib/x86_64-linux-gnu/perl/ +5.20 /usr/share/perl/5.20 /usr/local/lib/site_perl .) at /tmpfs/.cpan +-build-cpansand/2018091711/Anki-Import-0.029-9/blib/lib/Anki/Import.p +m line 6.
Similar results for other versions.

In your test you need to call $^X instead of perl: https://metacpan.org/source/STEVIED/Anki-Import-0.029/t/02-cli.t#L33
Even if the tester is running the tests with a specific perl version, this perl might not be in their path.

Also you should replace /usr/bin/env perl with /usr/bin/perl in https://metacpan.org/source/STEVIED/Anki-Import-0.029/bin/anki_import. It will be replaced with the path to perl it was installed with.
