Unfortunately, my SO is not so keen to learn another language. Otherwise, I'd suggest somewhere in Scandinavia or Netherlands, or even Ireland.

ITYF that there is a higher proportion of non-English speakers among the population of England than Ireland. There may be many reasons not to emigrate to the Republic of Ireland, but a lack of knowledge of the Irish language isn't one of them. HTH.
