Links to Nodelet helppages disabled

Hi

I noticed that all nodelets have help-pages (like this) which are linked to via <sup>?</sup> next to the name

But the display is disabled via CSS

<a class="nodelethead-annot" href="?node=About the XP Nodelet"> <sup>?</sup> </a>
a.nodelethead-annot { display: none; }

Why?

    AFAIK, there is a user setting that decides to show/hide "tips" and what not, so, easiest way to toggle on/off is css
