FWIW, I’m seeing this again today1 — 7 nodes in Best Nodes, the seventh with a reputation of -1. :-(

    I'm not sure but it seems that nodes are only included after they've been voted on, such that neutral nodes are omitted.

    That is nodes with 0 votes are only shown when up and downs happened and equalized.

    But showing neutral nodes should soften this effect considerably.. .
