At least for the particular URL you're using in the text code, I can confirm that the odd calls are fine whereas the even ones do generate a timeout. (I've checked letting the counter be 4, 10, 20 and the behavior was consistent!).

And that's the same even when increasing the sleep to 10. So there is something here to be understood... :)

It doesn't really look like anything random.
And it's not anything like throttling on the server end, since that would make the issue disappear (I guess) when using a 10 seconds sleep.
