will cpanm always re-install if I am pointing to a remote tgz file like this?

Apparently so. I have just tested by installing https://cpan.metacpan.org/authors/id/A/AB/ABH/Mozilla-CA-20200520.tar.gz twice. It went through the whole shebang both times.

I don't immediately see any option for skipping reinstallation with a full URL as argument.
