It's a bit of a stretch to assert that the 2 up voters were "up voting this toxic behaviour".
All they did was to upvote an apparently benign (though opaque) post from an Anonymous Monk.

The irony is that, IMHO, the reactions of you (and others) to the postings of this Anonymous Monk, provide far greater incentives for him to continue posting, than any number of up votes could ever provide. (This guy gets no satisfaction at all from upvotes - but he does love to see chatter and squawk and disharmony.)
If you truly want him to go away, then you have to stop feeding him.

    Having been keeping an eye on this for some time the pattern is the same, a similar number of up votes on this garbage, preventing the automated reaping, making this a needlessly more involved process than needs be. I suspect it is the same people each time, since they can't have actually read the content upon which they are voting.

    Ignoring the posts (which has the potential consequence of the uninitiated/unaware of being negatively impacted), the user in questions self imposed exiles, none of these have proven successful over many years. Given the issue an inverse of the existing moderation system would make sense. Anonymous posts don't show at all until vetted.
