Hanlon's Razor.
In this case I prefer not to attribute to stupidity either, but just to the thing we experience every day in our line of work; a mistake leading to a bug. It's unfortunate when a simple mistake provides conspiracy theorist fodder.

I had to pull out Hanlon's Razor to a co-worker the other day concerning a discrepancy of about 5-10 minutes with a 3rd party vendor. Although I took the liberty of substituting "the fog of war" for "stupidity" in my case.

My problem with strict societal rules is that they are too easily exploited.
In this case people playing stupid to disguise their controversial message.
