http://donate.perlfoundation.org is maintained by the Perl NOC team, you could address your concerns to them. Previously (Way back machine link) there was a listing of specific 'Fund drive' donations.

Maybe it's to let you know the page is still maintained. Stale pages are disconcerting, especially ones that ask for money.

Sure, then update it, replace it completely, but don't break the old url! Either put the new page at the same url, or add a redirect from the old url. And they should at least send the PerlMonks gods a line whenever they must break the url.
