Are Perlbug and Perlthanks the same

Anonymous Monk has asked for the wisdom of the Perl Monks concerning the following question:

In the documentation of perl I downloaded in HTML format the perlbug page and perlthanks page have the same content. Aren't they different or is perlthanks an extension of perlbug?
