Apparently, that's not how it works, otherwise
https://rt.cpan.org/Public/Bug/Display.html?id=81570 would not be failing. What the code does is run keys() once to determine the order and one more time to verify the application's result according to the first run: https://github.com/mschilli/php-httpbuildquery-perl/blob/master/t/001Basic.t There's no insertions in between, and yet it started failing with perl-5.17+ on some systems.
