Do you use some kind of proxy server? It might have disabled your access to any sites not listed in a whitelist (including CPAN mirrors and ActiveState PPD archive), thus HTTP 401 error. Once you have MinGW installed from ppm, you'll be able to compile the modules you install from cpan.
