the oracle install is a real PITA. Install oracle install client for, I think in your situation, 64 bit perl, and for your platform. Downloadable for free from oracle.com, after nagging you to create an account with user/pw. Before doing anything with the perl install, verify that you can connect to an oracle db with instantclient. I did something like this

After I verified that I could commit to sqlplus, I cd-ed into the build dir for DBD::Oracle and force-installed.
