Trouble with this thread is that you are asking two complex question at the same time. Actually you can combine them as you like. Any good IDE will allow you to customize whatever interface you need to Perl.

And IDE discussions are a mixed bag, because nobody has the resources to have tried them all.

Plus the "experts" can't even agree on the same wording when discussing them.
