That's how NSA is funded. There is, after all, No Such Agency.
What I wonder is how people who do not trust governments place any more trust in random assemblages of people over whom they have even less ability to oversee. Why is Mt Gox or Flexcoin any more trustworthy than the Federal Reserve or Bank of England?
