CPANPLUS::Dist::Build which CPANPLUS uses to handle Module::Build based distributions did not honour buildflags prior to version 0.36
0.36 Sat Jul 4 14:51:42 BST 2009 - Make install() honour the buildflags directive, absence spotted by Matt Trout
Upgrade CPANPLUS::Dist::Build and buildflags should work for install
