But this fixed it: HKEY_CLASSES_ROOT\Applications\perl.exe\shell\open\command was "C:\Perl64\bin\perl.exe" "%1". It should be "C:\Perl64\bin\perl.exe" "%1" %*
One-hit wonder ;-)
